      And from October next year, you'll need a BASIX certificate before =
any local council, anywhere in NSW, can approve your home renovations. =
The rest of the nation is on notice. Victoria and South Australia are =
both tightening up on house design but experts say their systems are =
inferior to BASIX. It's understood that Western Australia will be the =
first to adopt -- and extend -- the NSW system. In its home state, BASIX =
will extend its reach and only get tougher. This October it will cover =
new apartment buildings. In July 2006, the energy savings target will =
jump from 25 per cent to 40 per cent.=20

      Right now, BASIX is hardly a household word. But almost everybody =
knows about the water crisis. Climate change, the greenhouse gases =
pumped out by coal-fired power and the pressure of population on our =
bigger cities -- these, too, are well-known problems. They intersect in =
the McMansion, a big consumer of water and energy, and prime target of =
BASIX, especially when the new regime demands energy savings of 40 per =
cent.=20

      Big houses upwards of 35 squares will come under "severe pressure" =
to comply, according to Richard Baker, NSW product and design manager =
with builder AV Jennings. "Most of them in their current format would =
really struggle to get to that 40 per cent [target]."=20

      What you might do to satisfy BASIX is reasonably clear (see box). =
For one thing, it will no longer be good enough to design project homes =
as if they can all be plonked lazily in line with the road. Jahn says =
designers will have to think about house orientation and so-called =
passive solar design (making the most of natural heating and cooling).=20

      But at what cost? BASIX authority Bruce Taper, from the NSW =
planning department, says the better project homes already would pass =
BASIX. "If you're doing a bad project home, without insulation, without =
shading, with poor passive design, it'll cost you probably $5000 to =
$8000," Taper says.=20

      But you'll be buying a home that's cheaper to run: Taper reckons =
the average household will save $300 to $600 a year on water and energy =
bills.=20

      There should be more immediate savings, too, for the developers, =
designers and owner-builders now confronted with the bureaucratic tangle =
that is the development approval process.=20

      Taper likes to say that BASIX is simply the NSW planning system =
online. After 20-odd minutes of box-ticking and data entry on the web, =
anyone with a house design should have a clear idea how to satisfy the =
planning system's demand for water and energy efficiency. Developers =
will no longer have to engage in argy-bargy with myriad local councils, =
each with its own notion of sustainability.=20

      Taper says: "We don't care how you get there. We haven't said: =
'You must have a 5000-litre raintank."' Instead, as you work through the =
BASIX web pages, you can experiment with the mix of your green-friendly =
measures and see straight away the effect on your energy and water =
targets. BASIX takes into account local climate, too: your postcode =
tells the system what average rainfall to use in the calculations.=20

      "BASIX has moved the goalposts a long way," says Melbourne-based =
consultant Alan Pears, an academic and expert on energy efficiency who =
had a small role in developing the new system. "BASIX has beaten =
everyone else -- at the state level -- to the punch." It's true that =
across the country there is already a bewildering variety of systems for =
measuring the success of green-friendly design. But experts say BASIX =
stands out because it is comprehensive (covering energy and water), =
sophisticated, web-based, free and straightforward to use.=20

      In Victoria, where new green-housing rules start on July 1, =
developers need someone accredited to use the FirstRate system, which is =
in any case limited to energy efficiency. Next year, South Australia =
will tighten its system, which is similar to Victoria's. But the housing =
industry in NSW will have more choice in deciding how to meet the new =
challenge of green-friendly building.=20

      "From the point of view of the development industry, it would =
certainly be great if a system flexible enough to apply in different =
parts of Australia could evolve from BASIX," says Pears, a professor at =
RMIT University.=20

      Wider adoption of BASIX involves sensitive politics although =
planning ministers in Victoria and Queensland acknowledge they are =
looking at the system. At the same time, there is interstate rivalry, =
investment in existing systems and, for all its promise, BASIX is as yet =
untried. Queensland planning academic Brendan Gleeson, of Griffith =
University, is lukewarm about BASIX. He says there needs to be a closer =
fit between solid research and green-friendly policy such as BASIX. "I'd =
be concerned about any idea that we would adopt one simple measure =
across the nation," he says.=20

      In Sydney, consultant Michael Mobbs, whose sustainable terrace =
house was opened by NSW Premier Bob Carr, wishes BASIX were more =
ambitious from the start. His terrace uses its raintank for drinking =
water, dish-washing and showering but gets no credit for this from =
BASIX. Nor does his water-recycling system which, for example, keeps the =
garden alive with so-called greywater collected after showering.=20

      "The only beneficiary in this is Sydney Water, not the =
environment, not the householder," Mobbs says. Sydney Water enjoys a =
monopoly.=20

      BASIX is built on the assumption that rainwater will be used for =
garden-watering, toilet-flushing and clothes-washing - but not for uses =
requiring first-rate quality, such as drinking.=20

      Unless BASIX is changed to encourage broader use of rainwater and =
recycling, Mobbs says, it will be "a tragic lost opportunity". But Taper =
says BASIX can easily deliver almost 50 per cent savings in potable =
water use without ordinary households having to make wider use of =
rainwater.=20

      BASIX is an exercise in the art of the possible, the NSW =
Government says. "If you want to use Mobbs's house as the standard, =
you're talking about a revolution, not an evolution," says a spokeswoman =
for NSW Planning Minister Craig Knowles. "If you set your goals too =
high, you're more likely to fail."
