Matthew, you are right, there is an experimentally demonstrated effect of the theoretical beliefs of an investigator on the results. However, the deductions you draw from his are false.
    Why?
    Because if they were true, the results of a couple of hundred years of scientific inquiry would not have changed the world. And this has happened.
    The experimenter bias effect is real, and if you conduct the study carefully enough, it is statistically significant. However, it is a very small part of the total variance in results.
    So, if you want to swim in microwave radiation generated by your mobile phone, go ahead. I'll minimise my exposure.
