[permaculture-oceania] Domestic Grey Water Diversion Regulation

So - I wonder what (b) means, does that mean that someone with a 
septic tank and trenches cannot divert their grey water?

I wonder what the Plumbing and Drainage Code of practice says abotu Grey water?
