[permaculture-oceania] Neighbourhood self-government units in Skopje

The non-government organisation Permaculture and Peacebuilding Centre 
carried out research for five meetings in Skopje, capital of the former 
Yugoslav Republic of Macedonia, with help from the Organisation for 
Security & Co-operation in Europe's [OSCE] Mission in Skopje

The purpose of the series of roundtable discussions was to strengthen 
the role of neighbourhood self-government units.  At the final 
roundtable on 19 October 2006, participants discussed their legal 
status, financial sustainability, effective communication and 
co-operation with municipalities.

"In the past, neighbourhood self-government units have played an 
important role in ensuring direct citizen participation in the 
decision-making processes at local level" said Pajtim Saiti, the 
Permaculture and Peacebuilding Centre's Executive Director.  "They can 
assume the same function even today or tomorrow."
