I do not understand.
.
1.    The installation of Water Tanks is the domain of specialists - generally licensed plumbers.
2.    The installation of Solar Hot Water Systems is the domain of specialists - generally licensed plumbers.
3.    The installation of Solar Photovoltaic Systems is the domain of specialists - generally licensed electricians. 
4.    House retrofitting is the domain of Registered Building Practitioners (RBP,s) such as professional architects & engineers, builders as well as qualified tradespersons.
6.    In many instances it is mandated by law that these activities be undertaken by such qualified specialists.
7.    Jims Website indicates that he currently does not offer these specialist services.

Questions & Comment:-
(A)     How do these quite specialist services embody the "whole concept of permaculture design."?
(B)     I gather Jim has not done a PDC yet. The Course does not cover these trades & professions, let alone qualify one to practice in them. He should be informed of this immediately. 
(C)    It seems probable (on current information) that Jims Permaculture will only compound the misconceptions that are out their.
(D)    An excellent idea for Jim and his staff to do a PDC though.
