Bill wrote this and Ann at Tagari emailed it to me.

I presumed that Bill would have more to say, at sometime soon, possibly not 
next week, but in the future. He has asked me to keep a list of frequently 
asked questions to go over at the October 31 meeting but he might give his 
ideas on some of them by writing more.

This statement was written in the last week. Last thursday I left a message 
for him to write a few paragraphs, as several people have asked for 
something from him. So the context is in the one we find ourselves now, the 
audience is to the people who read PIL and PRI forums, and presumably 
beyond, and this is the first distribution of the statement.

Bill is happy to work with anyone on a manifesto. For the formation of a 
party, we do need a constitution, but it can be very basic if necessary.
