[Pil-pc-oceania] swale building rebates? APT role?

Hi Matthew,

My feeling is that attainment of some APT Units of Competency could form 
part of the requirements for this, but that they would need to be combined 
with Qualifications from other related vocational training streams like 
surveying and earthmoving plant training.

  If the government offered rebates for people who contracted 
excavators/bobcat drivers and surveyors for swale construction, could PIL 
through APT play a role in accrediting such drivers/surveyors?
