[Pil-pc-oceania] swale building rebates? APT role?

It would be fantastic if there were swale rebates!!!!! Perhaps they should 
be made compulsory by law...

Surveying and making swales isn't very hard, but "the first swale is the 
hardest" (sung to Cat stevens).  I run workshops for people interested in 
some hands on experience. Not APT but extra knowledge.
