[Pil-pc-oceania] swale building rebates? APT role?

I was thinking that if there were rebates, the conditions of getting the
rebate should be that the earth mover would need to know what a swale was
and how he/she should co-ordinate his work with the surveyor. Hence the APT
connection as I know of no other authority that would know how to certify
that someone is competent to build a swale (as private firms usually certify
people with their qualifications as far as I know). My thinking was that
rebates usually make people want to get qualified and also that governments
like to be seen as doing something for the drought. Given that it's
election time, perhaps we should ask our local candidates to give us these
rebates for water-harvesting drought related solutions?
