[Pil-pc-oceania] swale building rebates? APT role?

If you've done a PDC you should be able to dig a swale. Its not that hard.
Alot of people that have earth movers actually know what a swale is and how
to dig one.
I would strenuously object to only APT certified people were able to build
swales, as I am a competent builder of them and perfectly able to direct
earth moving machinery.
I suggest the permaculture people's Party make rebates for swales part of
its platform.
