You seem to be missing my point.  I never said it was hard to dig a swale.
How many excavators and surveyors have got a PDC?  I would say very few.  I
don't want to preach to the converted, I'm looking to spread the word to
those who don't know what permaculture is and who really don't care.  What
speaks to these people who do not have a PDC and have no motivation or
inclination to get one?  More Business is my answer and more business would
be created if their profession were offered rebates.  Rebates can only be
offered if there is some kind of certification process.  The government
isn't going to take your word that you have built a swale, there needs to be
a transaction and that transaction needs to take place through a certified
business.
