I think that rebates are a good idea. And I think you are correct that the
government won't just take my word that I have dug swales. I think that APT
could have a role in certification of swale designers. My point is that a
person that has been trained outside APT should be able to get
certification. perhaps certification could also be done by providing
examples of work done.
FWIW, I think that government assistance to farmers should be in the shape
of swale digging, farm redesigning and on site permaculture training. It is
vitally important that permaculture is spread, as quickly as possible to all
farmers and to do this, we need to exert pressure on the government.
I think your swale rebate is a step in the right direction.
