[Pil-pc-oceania] - Desert Greening

Deserts occupy a zone roughly around the 30 degree north and south
latitudes. 

This is due to global atmospheric circulation in the form of Hadley Cells,
so I understand. Warm, moist air rising at the equator sheds its heat and
moisture and descends as drier air in the 30 degree N & S latitudes. Thus,
deserts are maintained by a drier air stream.

So, deserts are a natural phenomenon and can be scaled up with a little help
from people.

Somebody with a knowledge of geography or atmospheric physics could explain
this clearr and in more detail.
