[Pil-pc-oceania] National Permaculture Day

I'm very supportive of the Spring Equinox date for National Permaculture
Day... what a lovely auspicious time... l've also attempted to have
celebrations at this time... but haven't been able to muster it... for the
spring equinox to be National Permaculture Day would be absolutely
wonderful! :)

We need more discussion on this yet. It didn't get a fair hearing at  
APC9 because it was the last item on a very full program.

I thought the equinox had most support so far.
