I would like to agree with the idea of a seasonal day rather than a person related day, it will have more relevance to the public and I also shy away from a birthday for the cult-like implications. Permaculture is a design system, not a religion and surely we can all find a multitude of ways to honour those who have been and will be instrumental in the movement in the future. I was not there, but hear that a great tribute of Bill's work was given at the recent convergance, and see this as better way rather than national permie day.
I would also encourage the equinoxes, for the purpose of being non region specific or even hemisphere specific. I agree that it is hard to choose. Perhaps Spring as it would be great to have something this year, rather than wait for next Autumn. I love George's idea of an "Autumnfest" and "Springfest". Spring is also a great time to have open days with new plantings and flowers in bloom. could work really well.
