We can start out with an *International Permaculture Day* and have a week around it in which to hold activities. (A bit like Naidoc Week).
EG, if it is a particular calendar date, that date will fall on a different day of the week in every year....but the calendar week that it falls in can be the week that events are planned for, eg an event that needs to fall on a weekend, so that families can attend, for example, a weekend fair.
How about an equinoctial date. eg 23rd September? A planting festival in one hemisphere will be a harvest in the other.

It is appropriate that Australia (and southern hemisphere) gets to hold International Permaculture day in Spring, as Permaculture the term was defined here in Australia.
There is also not a great deal happening at that time of year, eg, other public holidays, to conflict with it, and also a lot of people are thinking about their gardens.
There may be other spring fairs and gardening events which can be used as springboards for Permaculture-type promotions..
Sept 23rd is quite an interesting date, historically speaking, as well as the Spring/Austumn equinox, there's Feast of St Thecia (Iona), Saffron Day (France) and also Celebrate Bisexuality Day...(how VERY plant-like!).
