Heartily agree Ian, I found the troikas at APC8 to be an effective system and am a strong advocate of decentralization, be it in politics, energy, food etc.
I recently came across http://www.tinytechindia.com/ and believe that the practices and philosophy advocated here are an "edge" that fits neatly within the ecovillage / transition town / powerdown movements
