I agree with you Andrew in all cases except that trying to look at one issue
at a time is "myopic".  Bill does it in the Manual and it is the way PDC are
conducted forever.  Educate the people about water and if done by
permaculturists it should be about everything.

I thought Bill's contribution good and am grateful for it  but it was not as
global and in the 3rd person as I had expected.  I was expecting statements
like;
1.  Ensure water is allowed to perform all its duties.
2. Ensure water to all eco-systems that supply valuable eco-services.
3 All people to be responsible for collecting and storing as much water from
hard surfaces on and near their homes.  Communities given support  to create
community water storages for emergencies such as drought and fire.
4.  All stormwater to go to dams and not to the sea.
5.  Re tree all ridges facing the ocean and reinstate rows of trees parallel
to the ocean and ridges and beyond so that ocean originated rain can move
inland and become forest originated rain (clumsy but you all know the
principle.)
6.  All bioregions to undergo designs that will keep water in soil and
plants before moving clean water to creeks and rivers. (This one is about
dames, swales  and  keyline and would incorporate aspects of Natural
Sequence Farming)
7.  All groundwater to be protected from salinity with tree planting and
toxins through organic farming and close monitoring of industrial wastes and
spills.
8. Water audits to be taken of all capital cities and large regional cities
to identify  usage, need and supply possibilities.
9. Any further growth of these cites and towns will be limited by the access
of the city to its own water supply.  No immoral land acquisition of
farmland to create huge dams for city use will be allowed.  If a city cannot
supply its own water it should accept feedback from the audit and it should
reduce its usage or size until it has its own water sovereignty.
10 As agriculture is the largest water user all farming should
	Be close to cities
	Crops appropriate to climate
	Fibre produced by low water using species and /or species that can
be grown 	where the water is plentiful.
11.  Homes to be allowed/encourages to have food production at home.
12 All petrucible wastes to be composted to retain the water and nutrients
in local waste-recycling centres that are attached to market gardens or
CSAs.
More to add.....please modify and add to this if you think it is the sort of
base we are after.

Any statement from a Permaculture designer will be holistic and take all
things into account but let's make it simple for planners and take on one
aspect and its links at a time and I suggest let's do SOIL next.  This will
take into account wastes, organic growing, human nutrition and health, as
well as more aspects of water and trees.  It will support the small dams and
swales from WATER as well.
