[Pil-pc-oceania] PDC numbers a new thing

G'day,
As far as I am aware the numbering of the TPI PDC Certificates was something
that commenced when TPI began its teacher registration program. The process
is that I order blank, numbered certificates from TPI and then issue them to
PDC graduates. I then submit to TPI a spreadsheet of graduates including the
student names, their nominated locale and their respective certificate
number to TPI for their records.
