We did have some pretty cold weather here in Feb. Some people on the flats even had a frost - killing their root fodder crop (not permies, of course).

I wonder if it will set fruit. I imagine the nuts will be small if it does. Perhaps I should knock the flowers off when they've finished so that my chestnuts are a good size. 

My citrus are also flowering again. Is it the same thing or do some citrus just keep flowering? They seem to flower after they get a good watering...

I'll keep you posted.

i think you had an early burst of cold weather during Feb, experienced as an early autumn, now followed by this hot period, which may have tricked the tree into thinking this is Spring.  happens sometimes.
