Depends, what is the rating required ? Does the PC turn the drives off  
after idling for a certain amount of time ? Is there many fans ? There  
is a meter device that you can piggy back onto the pc to actually  
check what its using at one given time. I'm actually thinking of  
getting one to test what all the gear is using at once.

Sounds like they need a laptop and get it to go into deep hibernation  
mode or possibly even shut it down after a certain idle time. I am not  
sure if pc hardware can do those kind of power schemes.

Good on you !, amazingly I am still struggling to get VOIP running as  
im having to switch providers now and the revolution has been around  
for ages, the best thing is a VOIP modem with phone ports because  
thats all you need running. Skype and flash are also good peer2peer  
video/audio conference solutions but skype has been dodgy calling  
international landlines.
